Summary

State Council Order No. 792 (effective 2024-12-01) consolidates dual-use export controls. Art. 26 establishes the watch list (关注名单) for importers/end-users whose end-user or end-use cannot be verified; exporters to a watch-listed party lose access to general licences and registration-based export vouchers.
