Summary

The Export Control Law (ECL), effective 2020-12-01, is the framework statute for China's export controls. Art. 18 authorises a control list (管控名单) of foreign importers and end-users who violate end-use requirements or may endanger national security; listed parties may be barred from receiving controlled items.
