Countermeasure, list, legal-instrument and official-action contents are derived strictly from official Chinese government materials; foreign official registry sources may be used only to verify an organization’s country or jurisdiction; the platform is for informational and research purposes only and does not constitute legal or professional consulting advice; the official interpretations by the Chinese authorities shall prevail in all instances.

Editorial policy — no analysis

This database records what official Chinese government documents say, in their own terms. It does not assess legality, motivation, proportionality or effect, and it does not predict. Stated grounds are quoted as published; the Chinese text is authoritative and is always one click away (the 原文 toggles). English translations that did not appear in the official document are marked Unofficial translation.

Every fact is cited

Each substantive countermeasure, list, legal-instrument and official-action fact traces to one numbered Chinese official document (公告 / 令 / 规定), with a preserved copy available for verification. Where China publishes no consolidated register — as with the Unreliable Entity List — membership here is compiled from the individual announcements, each linked. The limited organization-jurisdiction verification rule is stated separately below.

Entity country and jurisdiction

Countermeasure grounds, measures, legal bases, list membership, status and official-action information comes only from official Chinese government materials. A narrow source exception applies when an official Chinese document names an organization but does not state its country or jurisdiction: the database may use a foreign government company registry, securities-filing system or comparable foreign official registration source solely to verify that organization’s country or jurisdiction.

This exception does not authorize enrichment of the organization’s activities, products, ownership, relationships or conduct, and it does not authorize enrichment of personal information. The entity page identifies the jurisdiction basis and links directly to the foreign official source. If jurisdiction cannot be verified within this rule, it is left unspecified.

Completeness

The database does not claim to include every possible Chinese countermeasure. The Coverage & Completeness page identifies the official document series included, the dates covered, and any known limits.

Link rot

Official pages on Chinese government sites are frequently moved or deleted. Where the original URL is dead or unverified, the entry is marked preserved copy and a preserved copy remains available for verification. The version published by the issuing authority prevails.

Scope

The database covers trade and economic countermeasures and export-control instruments: the Unreliable Entity List, the Anti-Foreign-Sanctions-Law countermeasure list, the export-control recipient lists, controlled-subject catalogues, and the laws library.

Official regulatory procedures recorded alongside the database but not classified as Toolkit countermeasures are listed separately as Related regulatory procedures (outside the Toolkit).

What is not covered

Political lists and measures issued through Taiwan-affairs channels are outside this database’s scope. Taiwan-region entities are included when they appear under a trade, economic, or export-control instrument covered here.

Reuse and attribution

Official Chinese documents and any narrowly used foreign official jurisdiction sources are identified and attributed as official source materials. Site-created translations, summaries, organization, selection, arrangement, and presentation remain the work of the database publisher. Linking and limited citation are welcome; systematic extraction, bulk republication, or commercial redistribution of the compiled database is not authorized without prior permission.
