Terms of Use

1. Scope and acceptance
These Terms of Use govern access to and use of China Countermeasures Reference Database (the “Site”). By accessing or using the Site, you agree to these terms. If you do not agree, do not use the Site.
2. Informational purpose
The Site is an independent reference database whose countermeasure, list, legal-instrument and official-action records are compiled from official Chinese government materials. Foreign official registry sources may be used solely to verify an organization’s country or jurisdiction. The Site is not an official government service and is not affiliated with or endorsed by any issuing authority. The Site is provided for informational and research purposes only and does not constitute legal or professional advice. The official Chinese-language materials and the issuing authorities’ interpretations prevail.
3. Source materials and site-created material
Official documents and the facts they report are identified and attributed to their issuing authorities. Foreign official registry material, when used, is limited to organization-country or jurisdiction verification. No ownership is claimed over official source materials or facts merely because they are referenced or recorded on the Site.
Subject to applicable law, the Site publisher reserves rights in the Site’s original material and presentation, including site-created translations, summaries and explanatory text; identifiers, taxonomy, selection, coordination and arrangement; graphics and interface elements; and software. The availability of this material on the Site does not place it in the public domain or grant an open-data licence.
4. Permitted use
You may browse and search the Site, link to its public pages, and quote limited portions for research, reporting, teaching or commentary, subject to applicable law. When reasonably practicable, citations should identify the Site page and the underlying official document. Access to an official source through the Site does not alter any rights or conditions applicable to that source.
5. Uses requiring permission
Unless applicable law permits the use or the publisher gives prior written permission, you may not:
- systematically scrape, harvest, download or extract a substantial portion of the Site or its compiled records;
- republish, mirror, sell, sublicense or commercially redistribute the Site’s compiled database or site-created material;
- use the Site’s compiled records to create or maintain a product or service that substantially substitutes for the Site;
- circumvent access controls, rate limits, robot exclusions or other technical measures;
- interfere with the Site’s operation or impose an unreasonable load on its infrastructure;
- remove or obscure source attribution, provenance labels, rights notices or record identifiers; or
- misrepresent an association with, endorsement by or origin from the Site or any issuing authority.
These restrictions do not limit quotation, reporting, research, statutory exceptions or other rights that cannot lawfully be restricted. Permission for bulk access, commercial reuse or redistribution may be offered separately under a written licence.
6. Accuracy, corrections and availability
The Site aims to reproduce and organize cited official materials accurately, but errors, omissions, delayed updates and unavailable links may occur. Coverage is bounded as described in the Coverage statement, and corrections are handled under the Corrections policy. The Site may be changed, suspended or discontinued, and particular features may later be subject to access limits, registration or fees.
7. No warranties
To the maximum extent permitted by applicable law, the Site is provided “as is” and “as available,” without warranties of accuracy, completeness, timeliness, availability, fitness for a particular purpose or non-infringement. Nothing in these terms excludes a warranty or obligation that cannot lawfully be excluded.
8. Limitation of liability
To the maximum extent permitted by applicable law, the Site publisher is not liable for loss or damage arising from use of, inability to use, or reliance on the Site or linked external materials. This limitation does not apply where liability cannot lawfully be limited or excluded.
9. External links and archived materials
Links to external websites are provided for reference. The Site does not control their availability, security or content. Preserved official files are provided for source verification; the version published by the issuing authority prevails.
10. Changes to these terms
These terms may be revised as the Site develops. A revised version applies prospectively from the effective date displayed on this page. Continued use after that date constitutes acceptance of the revised terms.
11. Reservation of rights
All rights not expressly granted in these terms are reserved. A failure to enforce a provision in a particular instance is not a waiver of the right to enforce it later.
