原文Chinese source text北京时间7月23日晚，欧方正式发布第21轮对俄制裁措施，将14家中国内地和香港企业列单制裁。为维护国家安全和利益，履行防扩散等国际义务，针对欧方上述恶劣行径，根据《中华人民共和国出口管制法》和《中华人民共和国两用物项出口管制条例》等法律法规有关规定，中方决定将拉法特集团等14家欧盟实体列入出口管制管控名单。
