Effect: Dual-use item exports to United States military users or for United States military end uses are prohibited. Exports to the United States of dual-use items related to gallium, germanium, antimony and superhard materials are, in principle, not licensed; graphite dual-use item exports to the United States are subject to stricter end-user and end-use review.
