Summary
State Council Order No. 835 (2026) establishes the identification of improper foreign measures, authorizes the State Council's legal-affairs department to announce determinations and issue prohibition-of-execution orders (禁执令), and establishes a Malicious Entity List (恶意实体清单) for foreign organizations and individuals that promote, implement or participate in implementing such measures. Article 19 preserves the application of other relevant rules.
