Summary

MOFCOM Order No. 4 of 2020, effective on publication 2020-09-19, establishes the Unreliable Entity List regime: an inter-agency Working Mechanism, the listing criteria (Art. 2), the transaction- authorization exception (Art. 8), the menu of measures (Art. 10), and removal on application. It is issued under the Foreign Trade Law and the National Security Law.
