Summary
MOFCOM Order No. 1 of 2021 (the "Blocking Rules") require Chinese persons to report foreign extraterritorial prohibitions on normal dealings; a working mechanism assesses them, and MOFCOM may issue a prohibition order (禁止令) barring compliance, with exemptions and a private right of action for damages against those who comply.
