Article 8 of State Council Order No. 835 establishes the Malicious Entity List for foreign organizations and individuals that promote, implement or participate in implementing improper extraterritorial- jurisdiction measures. Trigger conditions
Where a foreign state, in violation of international law and the basic norms of international relations, implements an improper extraterritorial-jurisdiction measure that harms China's sovereignty, security or development interests or the lawful rights and interests of Chinese citizens or organizations.
