Summary

The current outbound-investment regulation. Articles 24 and 25 state countermeasure powers: Article 24 permits corresponding measures in response to discriminatory foreign investment restrictions, and Article 25 permits departments to prohibit or restrict specified trade, investment, transactions, cooperation, entry, and work/stay/residence involving foreign organizations or individuals whose conduct harms Chinese investors or outbound investments. These provisions are recorded as dormant legal authority; no countermeasure tool or active event is generated until a cited activating event is entered.
